“There shall also be an assembly committee on finance consisting of the assembly members of the joint committee on finance. The assembly cochairperson of the joint committee is the chairperson of the assembly committee” (Assembly Rule 9-4).

Per staff at Wisconsin Legislative Reference Bureau, it is extremely rare for individual Assembly and Senate Committees on Finance to meet. They almost exclusively convene as the Joint Committee on Finance.

“(a) The members of the senate committee on finance are the senate members of the joint committee on finance.
“(b) When the joint committee on finance fails to report a proposal referred to it by the senate, the proposal may be returned to the senate by the senate committee on finance” (Senate Rule 20-4).
