“It shall be the duty of this Committee to consider all bills, resolutions and other matters referred to it by the House relating to taxes and other revenues; proposed expenditures; government contracts; government bonds; federal grants; the financial administration of the Commonwealth of the Northern Mariana Islands; wages, and related matters. All appropriation bills, including local appropriation bills, shall be referred to the House Committee on Ways and Means” (committee website).
